Introductory Memo
Congress has often attributed its electoral setbacks to political circumstances, shifting alliances or unfavourable narratives. Yet the 2026 Rajya Sabha elections pointed towards a different problem, one rooted within the party itself. Across multiple states, contests that should have been straightforward instead exposed recurring weaknesses in candidate selection, organisational coordination and decision-making. In contrast, the Bharatiya Janata Party (BJP) once again demonstrated its ability to convert legislative strength into political success, highlighting the growing gap between the organisational cultures of India's two national parties.
