Introductory Memo
India's space sector has entered a new phase of industrial transformation. After opening the sector to private participation through landmark reforms, the Government is now focusing on building industrial capability.
A key element of this strategy is the transfer of proven ISRO technologies, including SSLV, the proposed transfer of PSLV, LVM3 and advanced satellite ground station technologies. This marks a major shift in ISRO's role. Instead of remaining the sole manufacturer and launch operator, ISRO is evolving into a technology developer and innovation engine.
At the same time, private industry is moving beyond component manufacturing to become an end-to-end launch service provider. They will manufacture, integrate, test, launch and commercialize launch vehicles. This is more than a transfer of technology. It is a transfer of capability, responsibility and strategic confidence that will help build globally competitive Indian space companies.
