For centuries, the Gulf of Khambhat has been known for its fierce tides, shifting seabed, and unpredictable waters. Engineers described it as one of the most difficult marine zones in the world. Yet, this very gulf became the centre of an extraordinary dream, to create a massive freshwater reservoir inside the sea itself. The Kalpasar Project was envisioned to reshape Gujarat’s coastline, water security, transport, and energy future together.

The idea first emerged in the 1990s, but the scale of engineering challenges kept it trapped in studies, surveys, and debates for decades. Recently, during Prime Minister Narendra Modi’s visit to the Netherlands, a new international partnership quietly pushed the long-pending vision into a completely different phase.
