Introductory Memo
Rural India is entering a quieter but potentially transformative phase. The debate is no longer limited to how many roads, houses or water connections have been built. It is increasingly about whether villages can be identified, mapped, connected, financed and governed through a shared digital framework. From drone surveys and digital addresses to road coding, spatial planning and online financial systems, a new governance architecture is beginning to take shape across India's vast panchayat network.
