Introductory Memo
For decades, Mizoram stood as one of India’s most sensitive insurgency-hit regions, shaped by famine, separatist violence, and armed rebellion. Yet on April 30, 2026, the state entered a historic new phase when it was officially declared “insurgency-free” following the surrender of the last active militant group, Hmar People's Convention (Democratic), or HPC(D). The moment marked far more than a security achievement. It reflected the success of sustained political dialogue, democratic integration, peace accords, and long-term development efforts that gradually transformed a conflict zone into one of India’s most stable and peaceful states.
